


Introduction
The Indian Military Board was established on 07 September 1919 after the end of the First World War. The purpose of this board was to advise the government regarding the welfare and rehabilitation of retired, deceased and disabled servicemen and their dependents. After the independence of India, this board was renamed as “Indian Soldiers, Sailors and Airmen Board”. In 1975, its name was again changed to “Central Military Board”, which is a statutory board. This board currently functions under the Ministry of Defence and contributes to the welfare and rehabilitation of retired servicemen and their dependents serving in the Armed Forces of India.
Recognizing the importance of rehabilitation and welfare of retired servicemen and their dependents, the then government established the “Department of Ex-Servicemen Welfare” at the Ministry of Defence level on 22 September 2004. Though the responsibility for the welfare of retired servicemen and their dependents rests with both the Central and State Governments, most of the responsibilities and resolution of their issues are carried out by the State Government.
Therefore, “State Sainik Welfare Board” has been constituted in each state to advise the State Government. All work related to Sainik welfare is done through District Sainik Welfare and Rehabilitation Offices. At the district level, a “District Sainik Board” has been constituted to advise under the chairmanship of the District Magistrate. There are a total of 16 District Sainik Welfare Offices in 13 districts in Uttarakhand.
